Health Insurance Social Insurance SI Benefits & Coverage What is “Co-payment”? Co-payment is the percentage of the medical cost that the patient must pay after the Social Health Insurance (SHI) covers its portion, according to the patient’s SHI card benefit entitlement.Example: If the cost within SHI scope is 1,000,000 VND, and your card covers 80%: SHI pays: 800,000 VND (80% of 1,000,000 VND) Patient Co-pays: 200,000 VND (the remaining 20%). My BHYT card offers 100% coverage, so why do I still have to pay extra? The SHI fund covers 100% of medical expenses based on the SHI rates. You must self-pay for the following costs: The difference between the actual service price and the SHI rate. Costs not included in the SHI coverage list. Costs arising from the use of medicines, medical supplies, or requested technical services outside SHI coverage. In summary, 100% SHI coverage only applies to services included in the official coverage list and rates. Any medical services outside this scope must be paid by the patient. I feel like I pay BHYT constantly, but the coverage is very small. SHI reimbursement is based on state-regulated prices. FV Hospital always strives to support patients to maximize SHI reimbursement within these limits. Reimbursement depends on several factors during treatment: Type of Treatment: Coverage levels differ between outpatient and inpatient treatment. SHI coverage list: SHI only pays for medical procedures, supplies, and medicines approved by the Ministry of Health and the Social Insurance Agency, according to state-regulated prices. Actual treatment used: SHI reimburses only for services and medicines actually used and included in the SHI list. Some cases, such as oncology or cardiac interventions, may receive high SHI support, significantly reducing patient financial burden. I heard that after 5 years of contribution, SI covers 100%. Is that correct? Yes, under specific conditions. According to Clause 1, Point c, Article 22 of the Health Insurance Law, patients who use correct-line medical services will have 100% of costs covered if they meet these two conditions: Continuous participation in SI for 5 years or more. SI reimbursement will be applied to eligible drugs that are on the SI list and meet all state-regulated conditions. SI is a cost-support mechanism and does not affect the doctor’s choice of medicines. Using SI at FV Can I use both Social Insurance and Private/health Insurance simultaneously? Yes, you can use state SI along with private/international insurance (on FV’s direct-billing list) to maximize benefits and reduce costs. Payment Process at FV Hospital: State SI is prioritized: SI is always applied first for eligible costs according to its regulations. Private/international insurance Second: Your private insurance is then applied to the remaining costs, within your contract’s limits. Reimbursement depends on each insurance contract. FV Membership Card Last: Any FV membership discounts or promotions apply last, to the final amount you must self-pay. What level is FV Hospital? Can the hospital check my primary healthcare facility? FV Hospital is classified by the Ministry of Health as a basic level medical facility. You can check your primary facility on your SI card, or FV Hospital can assist in looking up this information at the SI Consultation Desk. I receive free treatment at public hospitals covered by SHI, but at FV I have to pay extra. What are the benefits of choosing FV as my primary care hospital? Do I need a referral letter to use SI at FV Hospital? Not always. This depends on whether you are seeking outpatient or inpatient care: Outpatient Treatment: A referral is required unless: FV Hospital is your Primary Healthcare Facility. You are seeking emergency treatment. Your diagnosis code meets the conditions in Annex 1 & 2 of Circular 01/2025/BYT. Inpatient Treatment: A referral is not required to apply SHI. Why is a referral letter sometimes required? For outpatient care, a referral letter ensures correct-line treatment according to SI rules and maximizes benefits. Without it, patients may not receive SI coverage for outpatient care at FV. My child is seriously ill and cannot wait for a referral. Will the hospital provide support? Yes. In cases of severe illness or emergency, patients can go directly to the Emergency Department and still receive SI benefits without a referral. Patients with severe or rare diseases (on the approved list in Circular 01/2025/TT-BYT) are also allowed to go directly to specialized facilities for treatment and receive full BHYT benefits without a referral. Can I use an SI card purchased elsewhere at FV Hospital? Yes, you can use your SI card at FV Hospital if you meet one of the following conditions: You registered FV as your Primary Healthcare Facility. You have a valid referral letter (when transferred for treatment). You are seeking emergency treatment. Your diagnosis code and medical condition meet the conditions specified in Annex 1 & 2 of Circular 01/2025/TT-BYT. I want to be seen immediately, but my SI is registered elsewhere or I haven't bought SI yet. Can SI be applied? If not yet purchased, SI can be obtained via local social insurance offices, agents, or the National Public Service Portal, and FV can be registered as the primary care facility. If your SI card is registered elsewhere (for outpatient care): You are entitled to correct line SI benefits at FV if you meet one of the following conditions: You registered FV as your Primary Healthcare Facility. You have a valid referral letter (when transferred for treatment). You are seeking emergency treatment.
